A reality that goes back a long way in time, the Europe of electricity now takes on a new dimension with the gradual opening of the internal market to competition. In France, the Act which organises this opening and calls for the creation of the Transmission System Operator (RTE) was thus promulgated on 10 February 2000. French legislators expressed the desire that the electricity transmission system operator remain within EDF, but that it be endowed with all the means necessary to fulfil its mission in a wholly independent way: management, maintenance and, if necessary, development of the transmission system.
